Multilateral Institution Safeguard Policies and their Implementation
The World Bank has finished its multi-year "review" and “update” of its environmental and social protections and has drafted an Environmental and Social Framework (ESF) to replace formerly mandatory Safeguards, with a promise of no weakening or dilution of existing protections. The transition period between new and old rules is expected to take several years. Projects designed under "old" Safeguards must apply the Safeguards and not the new ESF. The Asian Infrastructure Investment Bank (AIIB) has developed some of its environmental and social safeguards and is beginning to implement projects using these rules. The Asian Development Bank (ADB) is reviewing some of its safeguards and the Green Climate Fund (GCF) is in the midst of developing and finalizing its environmental and social rules.
Communities affected by projects supported by multilateral banks and NGOs around the world are calling for increased protections for impoverished communities and the environment.
